Home premises, and is rented by the Government from that establishment), to keep the accounts, which he does in his own time, and to receive an allowance from the Home for so doing. But he has nothing to do with the actual money, which is kept in a safe, the property of the Home, by its manager, (not a Government servant), who, for his own convenience, permits the shroff to have a duplicate key. No public money is ever deposited in this safe, there being a Government safe in the Mercantile Marine Office, the only keys to which are in the hands of the Harbour Master and the 1st Clerk. The shroff never, under any circumstances, having any access to it.
10. That the money lent by the shroff was Government money is, I venture to say, highly improbable; there is no proof that it was,
and, on the other hand, there is ample reason to suppose that it was not. Most of the 1.0.U's bear dates considerably earlier than that of the Shroff's disappearance, yet all Government monies collected prior to the 21st Octoper (the day before he absconded) were duly paid into the bank. The money lent was most probably Sailor's Home money, which was fully secured, and all that was missing from that establishment has been repaid in full by the shroff's sureties, who were liable for a sum twice as large as could ever be in his possession. Had similar steps been taken, as recommended by me, as to his security with respect to public money, there would have been no deficiency.
